Underwriting Discipline in a Soft Market

Donegal Group (NASDAQ: DGICB) has seen its shares surge 42% over the past 90 days, a move that reflects the market's growing confidence in the regional P&C insurer's strategy. The second-quarter 2026 results, reported on July 30, confirmed a clear improvement in underwriting performance, even as top-line pressures persist. As CEO Kevin Burke stated, “We are pleased to report excellent underwriting results for the second quarter of 2026 that outperformed the second quarter of 2025, largely due to lower than average weather-related losses and despite the elevated impact of commercial fire losses during the quarter.” — Kevin Burke, CEO · 2026-07-30 The combined ratio improved to 95.6% from 97.7% in the prior year quarter. CFO Jeff Miller noted, “The combined ratio was 95.6% for the second quarter of 2026, down from 97.7% for the prior year quarter, primarily due to lower weather impact and more favorable development of reserves.” — Jeff Miller, CFO · 2026-07-30 This improvement, however, was partly offset by higher large fire losses and an elevated expense ratio. The weather related losses were $11.9 million, or 5.3 percentage points of the loss ratio, far below the prior year's 11.1 points and the five-year average of 9.4 points. In contrast, Fire losses contributed 6.7 points, up from 5.2 points, reflecting increased severity in commercial fires. The expense ratio jumped to 35.8% from 32.2%, driven by lower earned premiums and higher incentive compensation. Management highlighted that this is temporary, as they are investing in technology. Dan DeLamater, COO, explained, "We have projects underway to migrate our data and core application systems to the cloud." This includes the migration to Cloud platform and the adoption of GenAI tools, which they expect to generate cost savings over time.

The Personal Lines & Investment Turnaround

The most encouraging development is the personal lines segment, which had been a drag. Net premiums written in personal lines fell 9.7%, but the rate of decline is slowing. Chief Underwriting Officer Jeff Hay reported, “Efforts to reverse the decline in Personal Lines premiums began to take hold as new business written totaled $2.6 million for the second quarter of 2026, representing an increase of 63 percentage points over the first quarter of 2026, and 118 percentage point increase over the second quarter of 2025.” — Jeff Hay, Chief Underwriting Officer · 2026-07-30 This is a significant inflection point, and management sees month-over-month improvement. Additionally, the company's investment portfolio is boosting earnings. Net investment income rose 16% to $14.5 million, with an average tax-equivalent yield of 3.99% versus 3.64% a year ago. Tony Viozzi, CIO, highlighted, “We had strong investment performance for the second quarter of 2026 as net investment income was up 16% to $14.5 million versus $12.5 million for the second quarter of 2025.” — Tony Viozzi, CIO · 2026-07-30 The market's optimism is also reflected in the low valuation multiple. Despite the revenue decline, the stock trades at just 1.5x trailing net income, hinting that investors are looking past the temporary expense pressures. As of the latest filing, net income was $12 million, but the Q2 net income of $22.3 million suggests annualized earnings closer to $89 million, which would put the P/E under 10x. The company's book value also improved, rising 3.8% year-to-date.

New business volume was up slightly compared to the second quarter of 2025, with 69% of new business written in our highly targeted classes with higher expected profitability.

Jeff Hay, Chief Underwriting Officer · 2026-07-30
The combination of improved underwriting, investment income, and a strategic focus on technology positions Donegal well for future growth. While Net premiums written declined 3.2%, commercial lines grew 0.8%, and the company is achieving rate increases of 5.2% on average. The Net premiums written trajectory suggests that the top-line decline is bottoming out, particularly as personal lines new business picks up. In an industry facing headwinds from social inflation and catastrophe losses, Donegal's disciplined approach and clear geographic focus are paying off. The stock's recent surge suggests the market is finally recognizing the company's compound earnings power.
