Thomson Reuters Is Trading Margin for Growth — and Asking Investors to Trust the White Space

A strong Q3 organic print masks a subtle strategic pivot: management is pre-announcing 2027 reinvestment, deprioritizing the old 100-bps margin algorithm, and betting CoCounsel's white space converts before patience runs out
TRI · Earnings Call · 2026-11-03

The pivot nobody put in the headline

Thomson Reuters delivered the kind of quarter that usually gets rewarded: 10% organic growth, a second straight 10% print from the Big Three, and a raise to full-year revenue guidance. But the most important information came in the Q&A, where CFO Gary Bischoping effectively told investors that the old margin algorithm — 100 basis points of expansion a year — is no longer the priority.

Look, the short answer here is we have still great productivity that's coming through this business model... We could deliver, if we chose to, 41 next year, to your question, on a pre-print basis, apples to apples basis. We could choose to do that. We're choosing to make investments in those ongoing incremental AI accelerators and increase that to drive an increase in the revenue growth over time.

Gary Bischoping, Chief Financial Officer · 2026-11-03
That is the pivot. In February, the company was still reaffirming “we did say 100 basis points of expansion in each year 26%, twenty seven percent and twenty eight.” — Mike Eastwood, Chief Financial Officer · 2026-02-05 Now, with 2027 planning underway, management is pre-announcing reinvestment of operating leverage into AI. The margin outlook for 2026 is messy because of the print divestiture, but the 2027 message is clean: growth over margin. Investors who bought TRI for steady margin expansion need to re-underwrite that.

The product engine is real — and now it has a cost

CoCounsel Legal NextGen is off to a strong start: active users were up more than 60% in September from August, users are completing 2.4 times the work versus the prior version's peak, they are active 44% more days per month, and product NPS is more than twice the prior best month. Brief Builder is expanding from five litigation brief types to 24 tomorrow. The new CoCounsel Tax, Audit & Accounting platform is fully agentic, and Pagero's e Invoicing footprint now spans more than 90 jurisdictions, with 50 new mandates expected in the next three years. GenAI-enabled ACV reached 34% of the total, up from 24% a year ago. “At the end of Q3, our annualized contract value, or ACV, from products that are GenAI-enabled was 34%, up from 30% last quarter and 24% a year ago.” — Gary Bischoping, Chief Financial Officer · 2026-11-03 These are not slideware metrics. But they come with a cost. Q3 legal margins were hit by $22 million of severance, modest Noetica dilution, and rising LLM costs. Bischoping says premium-tier pricing more than covers the LLM bill, and the company is already shifting token-heavy work — bulk document review and tabular analysis — onto its own Thomson model. “That gives us a speed, an accuracy, and maybe most importantly, a cost advantage.” — Steve Hasker, Chief Executive Officer · 2026-11-03 The Skadden partnership takes this further: a sovereign AI deployment behind the law firm's firewall, with the Thomson model family powering firm-built applications. It could become a new revenue stream, but management explicitly declined to quantify it.

White space, still unquantified

Hasker frames CoCounsel as white space — legal AI assistant spend beyond research and know-how, a 5-to-10-year TAM expansion. “What we see is a 5 to 10-year TAM expansion, and I think we're just at the start of that.” — Steve Hasker, Chief Executive Officer · 2026-11-03 That language is not new; prior calls have used it for several quarters. What is new is the specificity of the product and the Skadden proof point. But analysts again asked for sizing and again did not get it. The bull case requires trusting that the white space converts; the bear case notes that management is asking for margin patience before showing the revenue slope. Q4 guidance tempers the enthusiasm. Organic growth is guided to about 8%, down from 10% in Q3, with flattish Reuters growth, moderation in transaction revenue, and a $5 million lap in transactional AI licensing revenue. Reuters Q3 was boosted by about $19 million of transactional AI licensing; excluding it, Reuters grew 7%. Legal government growth also slowed to 4%. “Drew, you really got the key factors related to that 8% revenue growth in Q4.” — Gary Bischoping, Chief Financial Officer · 2026-11-03 The acceleration story is real, but it is not linear.

The print transaction muddies the optical margin — but not the strategic one

The 51% sale of Global Print to KKR closed October 1. The business is now Westbridge Print, and Q3 treats it as discontinued operations. That is why reported margins look soft: adjusted EBITDA margin was 35.5%, including a 120-basis-point severance drag, and would have been 36.6% if the transaction had closed July 1 and the royalty and transition services agreement were included. The full-year margin outlook of approximately 39% is an accounting consequence, not a deterioration in the underlying business. Q4 margin is guided to about 42%. What matters more is the pricing model. Thomson Reuters has long preached price to value and enterprise licenses rather than seats — “we do not price on a headcount basis. So we don't sell seat licenses.” — Stephen Hasker, Chief Executive Officer · 2026-02-05 The Thomson model cost advantage lets it keep all-you-can-eat pricing for CoCounsel Legal in many cases, a competitive weapon against per-token competitors. Management is exploring consumption pricing for power users, but has not committed. That is consistent with the prior stance, not a reversal.

The next test

So is this a growth story or a margin story? For now, it is both — but the mix is shifting. The company is asking investors to accept a slower margin ramp in exchange for a higher growth ceiling. If CoCounsel, CoCounsel Tax, Pagero, and the Thomson model convert white space into durable revenue, the reinvestment will look prescient. If they do not, the 41% margin that was once the base case will look like a missed promise. The February Q4 call, when 2027 guidance is detailed, is the next real test.
